Purpose of Grant
The Litter Enforcement Grant is a competitive grant that provides ticketing litter enforcement agencies with up to $5,000 for the purchase of surveillance equipment and resources used in the prosecution of litter related cases.
Eligible Applicants
Only litter control, law enforcement and code enforcement agencies with the authority to issue litter violation citations in South Carolina are eligible to apply.
Application Submission Process
PalmettoPride reserves the right to reject all proposals and not award any grant funds under this solicitation. Failure to follow the directions outlined in the application guidelines will result in the application not being considered for funding.
Grant Period
The Litter Enforcement Grants are awarded for one year (August 1 – July 31).
The grant cycle timeline is as follows:
- Grant application opens: June 1
- Grant application closes: July 1
- Award announcement: August 1
- Award check distribution: September 1 - 30
- Monthly cleanup report due: 5th day of the month (October - July)
- Final summary and expenditures report due: July 31
Use of Grant Funds
The total maximum funding allowed is $5,000.
Eligible grant expenses: (may include any combination of the following)
- Equipment: surveillance cameras, signs, tarps
- Travel/Conferences: Expenses related to litter-focused conferences and travel (i.e. SC Litter Summit conference).
Ineligible grant expenses: (include, but not limited to the following)
- Insurance policies
- Vehicles
In-kind supplies available at no cost: PalmettoPride offers the following supplies to support cleanup efforts.
- Litter Cleanup Supplies (gloves, vests, grabbers)
- Trash Bags (PalmettoPride green bags)
- Signs
- Tarps
Request Early: Submit requests at least three weeks in advance, especially during the spring.
Shipping & Pickup:
- Fewer than 25 volunteers: Supplies can be shipped outside the Midlands by request.
- 25 or more volunteers: Supplies must be picked up from our Columbia office.
Contact: We will let you know when your supplies are ready for pickup.
Grant Reports and Requirements
In compliance with this grant, each affiliate agrees to:
- Initiate and complete all work outlined in the project description within the applicable time frame.
- Tag PalmettoPride in all social media posts and media advertising associated with the grant project.
- The applicant must participate in the litter enforcement related Zero Tolerance for Litter Campaign (ZT) held in June.
- The organization will submit a monthly ticketing report online by the 5th day of the month (Oct – Jul).
- The organization will submit a Final Summary and Expenditures report by July 31.

If the applicant fails to comply with these guidelines or fulfill the proposed grant obligations, the applicant will be required to reimburse PalmettoPride for grant expenditures, up to the total grant awarded and shall be ineligible for future grants until such a time when the organization has fulfilled all obligations.
